AgriVoice should stop when a pesticide dosage, re-entry interval, or pre-harvest interval has not been verified. The unanswered question should go to a named extension officer, because a delayed expert answer is safer than fluent, authoritative guesswork.

In January 1986, engineer Roger Boisjoly was warning that cold temperatures could compromise the O-ring seals on the space shuttle Challenger’s solid rocket boosters. Engineers at Morton Thiokol initially recommended against launching in the expected conditions at Kennedy Space Center. During discussions with NASA, the company reversed that recommendation.

Challenger launched on January 28. It broke apart 73 seconds later, killing all seven crew members.

The Rogers Commission documented the technical failure and the decision process that preceded it. Its account matters beyond aerospace because the mechanism is painfully familiar: a warning existed, uncertainty remained, and organizational pressure turned an unresolved safety question into permission to proceed.

A routine question reaches a hard boundary

Picture a cocoa farmer standing at the entrance to a field in Ghana. Spraying is planned. The product is available. The affected trees are visible. The farmer asks AgriVoice for the correct dosage and wants an answer in spoken Asante Twi.

The system identifies the topic, but the relevant content block lacks verified dosage guidance. Its re-entry interval and pre-harvest interval also remain unresolved.

This is where a voice system can become dangerous. A plausible answer may sound even more trustworthy when it arrives quickly, in a familiar language, through WhatsApp. Fluency can hide the absence of evidence.

AgriVoice therefore keeps the gate closed. It does not calculate a dose from general knowledge, complete an incomplete instruction, or let a language model compose agronomy advice. The model can select only reviewed content blocks. If the required block remains held, the question is escalated to a person.

That deliberate stop protects the farmer, anyone who may enter the sprayed field, and the crop approaching harvest.

The missing details change the decision

“Which pesticide should I use?” sounds like one question. In practice, safe guidance can depend on several linked facts: the approved product, its dosage, how it should be applied, how long people should remain outside the treated area, and how much time must pass before harvest.

Omit one of those details and the answer may create a new hazard while appearing helpful.

Neuralis currently has three chemical content blocks held for expert review. They name products but do not yet contain verified dosage, re-entry, and pre-harvest guidance. AgriVoice refuses chemical questions that depend on those blocks. That refusal is the intended safety behavior.

A Ghanaian agronomist must review the content before the blocks can be released. A farming-aware translator must then render approved guidance into speakable Asante Twi without silently changing its meaning. Machine translation cannot carry that responsibility. In an earlier test, the Twi word for cocoa, “kokoo,” returned as “chicken.” The sentence was fluent. The domain noun was wrong.

The same principle shapes when the system should withhold a confident answer: confidence in delivery cannot substitute for confidence in the underlying instruction.

Escalation needs an accountable owner

Stopping is only half of the workflow. The farmer still has a field decision to make.

Before the pilot begins, a cocoa-sector partner must name the extension officer who receives escalations. The handoff needs an owner, a queue, and a measurable response time. Neuralis will treat a median response under one working day as the continue signal during the two-week pilot. An unresolved queue or an unnamed owner is a stop or redesign signal.

The farmer should hear a clear explanation: the dosage has not been verified, so the system will not provide it. The question has been sent for human review. That response preserves trust more effectively than a confident answer that later proves unsafe.

This is also why escalation cannot be treated as an exception hidden behind the main product. It is part of the product. An escalation queue without an owner merely moves uncertainty out of sight.

Keep the warning attached to the decision

The Challenger record shows what can happen when technical concern becomes separated from operational authority. Boisjoly and other engineers raised a material risk. The launch decision still moved forward.

AgriVoice is designed to keep those two things connected. An unverified chemical block cannot become a spoken instruction. Pilot pressure, response-time targets, and the desire to answer more questions do not override that rule.

The pilot’s safety threshold is exact: zero unsafe pesticide answers. Any unreviewed or unsafe instruction reaching a farmer triggers a stop or redesign decision. Successful performance means questions are answered safely or correctly escalated, not merely answered.

Before the first farmer enters the workflow, the three held chemical blocks need review by a Ghanaian agronomist. Dosage, re-entry, and pre-harvest intervals must be explicit. Until then, the most responsible sentence AgriVoice can speak is the one that says it does not yet know.
