When a farmer has already mixed half a spray tank and AgriVoice cannot find reviewed guidance for that exact situation, the safe response is to withhold instructions and send the case to a named extension officer. The system should acknowledge the urgency, preserve the farmer’s question, and avoid filling the gap with plausible language.
In April 1970, the Apollo 13 crew faced rising carbon dioxide inside the Lunar Module Aquarius. The spacecraft had become a lifeboat after an oxygen tank explosion forced NASA to abandon the Moon landing, but its carbon dioxide filters were becoming saturated.
A replacement existed nearby. The Command Module carried square lithium hydroxide canisters, while the Lunar Module used round openings. The parts did not fit.
At NASA’s Manned Spacecraft Center in Houston, engineer Ed Smylie and his team had to devise an adapter from materials already aboard the spacecraft. Mission Control then guided astronauts Jim Lovell, Jack Swigert and Fred Haise through assembling it. NASA’s history of Apollo 13 documents how the improvised device reduced the carbon dioxide level and helped keep the crew alive until their return.
The lesson was bigger than improvisation. The astronauts did not receive a confident suggestion generated from whatever sounded mechanically reasonable. Engineers on the ground worked from known equipment, tested a procedure, and passed specific instructions through an accountable chain.
That same discipline matters when advice reaches a cocoa farmer through a voice system.
The question arrives after action has started
Consider a farmer who speaks Asante Twi and has already poured part of a chemical mixture into a spray tank. The tank is half full when he notices that one quantity may be wrong. He sends AgriVoice a voice message asking what to add next.
This is no longer a general question about pests or spraying. The answer depends on details that may include the product, its formulation, the intended tank volume, what has already been added, and the instructions approved for that product. A nearby reviewed content block might discuss safe pesticide handling, but “nearby” is not enough.
AgriVoice is designed to select reviewed content rather than author agronomy. If no approved block covers the exact situation, the system should say that it cannot safely give the next mixing step. It should then route the question to the cocoa-sector partner’s named extension officer.
That refusal may feel unsatisfying while a tank sits unfinished. A fluent guess would be worse. Neuralis has already found that machine translation can silently change an important domain word: “kokoo,” meaning cocoa, once returned as “chicken.” Smooth speech does not make uncertain guidance safe.
Escalation needs a person, context and a clock
“Ask an expert” is useful only when an expert is actually responsible for answering.
Before the AgriVoice pilot reaches farmers, a cocoa-sector partner must name the extension officer who owns escalations. The workflow also needs enough context for that person to act. In the half-filled-tank case, the original voice message and its transcription should stay attached to the escalation, along with the content blocks the system considered and the reason it withheld an answer.
The officer may still need to ask follow-up questions. That is a valid outcome. The system should not compress a situation with missing facts into a single, convenient recommendation.
The pilot scorecard makes this operational responsibility measurable. Escalations need a named owner, and the target median response time is under one working day. Chemical questions can demand faster human judgment, so the pilot should reveal whether this channel can support urgent cases at all. If it cannot, the product must set that expectation clearly rather than imply immediate help.
This is why an escalation queue needs an owner. A queue without responsibility merely stores uncertainty.
Safe refusal is part of a successful answer
AgriVoice currently withholds three chemical content blocks because dosage, re-entry and pre-harvest information has not been cleared by a Ghanaian agronomist. That is the intended failure mode. Releasing those blocks before review would turn an information gap into authoritative-sounding risk.
During the two-week pilot with 20 to 50 farmers, a question counts toward the successful-answer rate when it is answered correctly or escalated correctly. Safety has a harder threshold: no unsafe pesticide answer may reach a farmer.
These measures prevent the team from rewarding the wrong behavior. A system that answers every question can appear capable while hiding its most dangerous errors. A system that distinguishes reviewed guidance from an unresolved case gives the partner something more useful: a record of where content ends and human expertise must begin.
The related question, when a system should withhold a confident answer, becomes concrete when the farmer has already acted. Timing increases the pressure, but it does not create missing evidence.
Build the procedure before the urgent message
Apollo 13’s improvised adapter worked because people with defined roles tested a procedure against the materials available, then communicated it to the crew. AgriVoice operates at a different scale and with far lower stakes, but the mechanism carries over: when the prepared system reaches its boundary, route the problem to a responsible person who can work from the actual facts.
Before pilot exposure, the team should rehearse the half-filled-tank case from beginning to end. The automated response must avoid mixing instructions. The escalation must reach the named officer with the farmer’s context intact. The officer’s reply must return through a channel the farmer can understand. The event must be logged so reviewers can determine whether the handoff was safe and timely.
Put that rehearsal on the entry checklist. Then run it with a missing product name, an unclear recording and a question that falls between two reviewed blocks. The goal is simple: when the real half-filled tank appears, nobody should be deciding for the first time who owns the answer.
