In this hypothetical season-start scene, the rumour concerns when farmers should make a decision that affects work, spending, and the crop ahead. Kojo has already been arranging labour and setting aside money for supplies. A neighbour’s voice note sounds confident. Another farmer says the information came from someone “close to the office.” Neither message identifies the policy notice, the effective date, or the person responsible for confirming it.
That missing detail matters. A changed date can be real. So can an old notice repeated at the wrong time.
A rumour is a signal, not an instruction
Kojo’s first need is not a long explanation. He needs to know whether he should change today’s plan.
A carefully designed Twi voice workflow can recognise that the question depends on current, external information. It should avoid turning a fragment of a voice note into a firm instruction. Instead, it can state what is known, mark what remains unverified, and route the question to the extension officer assigned to the farmer group.
The distinction protects more than a calendar entry. If Kojo hires labour too early, delays necessary field work, or buys inputs based on a date that later proves wrong, the cost lands on his household. Certainty has value when the decision is time-sensitive.
This is the same discipline behind safe answers to pesticide questions. When dosage, re-entry timing, or label details are missing, a system must stop rather than fill the gap with fluent words. One wrong answer can expose workers and damage a crop. Policy dates deserve the same respect for evidence.

In a real pilot, the cocoa-sector partner needs to name the extension officer who receives escalations and owns the response. The service can then tell Kojo who has the question, what information was sent, and that he should wait for confirmation before changing his plan. That gives the farmer a path. It also makes the operation measurable: Was the question answered? Was it answered in time? Did the answer resolve the uncertainty?
This matters because an unanswered escalation is not a safe fallback. It is only a queue.

If the officer confirms the date changed, Kojo can adjust with a reason he can repeat to the people working with him. If the rumour is wrong, he has avoided reorganising the farm around it.
