The passage of the Ghana Cocoa Board Bill, 2026, may change how Ghana’s cocoa sector works, but a law cannot help a farmer who cannot understand what it means for her farm. The practical gap is a trusted, spoken Asante Twi explanation that separates confirmed changes from rumours, unresolved details and agronomy advice.

In September 1854, cholera was spreading through Soho in London. Physician John Snow suspected that contaminated water from the Broad Street pump was carrying the disease, but suspicion alone could not protect the neighbourhood.

Snow mapped reported deaths around the pump and took his evidence to the local Board of Guardians at St James’s parish. The board agreed to remove the pump handle. Snow later documented the investigation in the second edition of On the Mode of Communication of Cholera, published in 1855.

The decisive step was local and practical. Evidence had to travel from a map into a decision, then from that decision into the street where people drew their water.

A bill can pass while the explanation remains stuck

Now picture a composite cocoa farmer in the Ashanti Region. Call her Akua for the purpose of following the information gap, while remembering that her situation represents several possible experiences rather than one documented individual.

Akua hears on the radio that Parliament has passed a reform bill. Someone in a WhatsApp group says farmers will gain more influence. Another person says payments will change. A third claims the new law affects which farm inputs she can receive.

She wants answers to ordinary questions: What has legally changed? What remains subject to regulations or implementation decisions? Does she need to do anything now? Who can confirm the answer?

The bill may be public. The explanation she needs may exist only in English, in legal language, or inside an institution she cannot easily reach. Even a correct summary has limited value if she cannot read it comfortably or discuss it in the language she uses on the farm.

That is how information arrives at Parliament before it arrives in practice.

Spoken Twi still needs reviewed facts

A voice system could let Akua ask her question in Asante Twi and hear an answer in Asante Twi. That makes the information easier to reach. It does not make every available answer safe to repeat.

Neuralis is preparing AgriVoice around a constrained process. Speech recognition captures the question. A language model selects from reviewed content blocks. The system reads the approved answer aloud. When the content does not cover the question, or the answer remains uncertain, the question goes to a named person.

The distinction matters most when policy and farm guidance become mixed together. A bill may change governance, funding or institutional responsibilities. It does not automatically establish a pesticide dosage, re-entry interval or pre-harvest interval. Those instructions require separate review by a Ghanaian agronomist.

AgriVoice therefore withholds three chemical content blocks that lack verified safety details. Refusing those questions is the correct behaviour. Fluent Twi cannot rescue incomplete evidence.

The same caution applies to translation. In one test, machine translation changed kokoo, meaning cocoa, into “chicken.” The sentence could still sound confident when spoken. That small substitution shows why reviewed agricultural content must set the limits of the answer.

The last mile needs an accountable owner

Access requires more than a voice recording. Someone must own the information after the bill passes.

A cocoa-sector partner should confirm which explanations are approved, identify what remains uncertain and name the extension officer who receives escalations. A farming-aware translator should write spoken Asante Twi that farmers use naturally, rather than formal text copied from an English document. An agronomist should review any advice that could affect worker safety, crop handling or chemical use.

The proposed two-week AgriVoice pilot is designed to test that chain with 20 to 50 farmers. The measures include whether questions are answered or correctly escalated, whether farmers understand the response, whether they return in the second week and whether a human handles escalations within the agreed operating window. The pilot also requires zero unsafe pesticide answers.

These are deliberately modest claims. The current Asante Twi voice is suitable for a pilot demonstration, but it sounds formal and missed its measured intelligibility gate. The farmer-speech evaluation set still needs to be collected. Reviewed Twi content and a responsible institutional partner remain entry conditions.

Put the explanation where the decision lands

John Snow’s evidence mattered because the local board acted where residents encountered the risk: at the pump. The modern parallel is straightforward. Passing a bill begins the work; farmers need its verified meaning delivered in a language and format they can use, with a person available when the approved material runs out.

For the Ghana Cocoa Board Bill, 2026, the next useful artifact is therefore concrete: a short set of reviewed answers to farmers’ likely questions, translated into spoken Asante Twi, tested with real cocoa farmers and connected to a named extension officer.

Until that exists, reform may be welcomed in the Ashanti Region while its practical meaning remains several steps away from the farm.
