The Voice Question That Never Reached AgriVoice, and the Bias It Could Create

A missing voice question can signal that the channel does not feel private enough to use. Treat silence as product evidence, then test whether farmers can ask sensitive questions without nearby listeners shaping what they say.

A cocoa farmer raises his phone, ready to record a question about a spray, a debt, or a problem in the farm. Then he notices three people within earshot. He lowers the phone and puts it away.

Nothing fails on the screen. No error appears in the dashboard. The system records no abandoned question because the recording never begins. Yet that silence may tell us more about the service than a successful demo does.

Silence can distort the evidence

AgriVoice is preparing a two-week pilot for 20 to 50 Asante-Twi-speaking cocoa farmers. Its purpose is practical: receive a spoken question, select a reviewed answer, speak it back, and escalate uncertain or unsafe cases to a named person.

That workflow has an obvious measurement problem. If we count only questions that arrive, we may conclude that farmers do not need help with certain subjects. The real explanation may be simpler: they did not want someone nearby to hear them ask.

A pesticide question can expose uncertainty about a product already bought. A question about crop loss can feel embarrassing in front of a neighbour. A farmer may avoid recording a concern about money, land, family, or an extension officer when other people can listen. The missing question does not prove privacy is the reason. It creates a hypothesis that the pilot must test.

This matters because AgriVoice should never interpret low use as indifference before checking whether the asking experience made privacy difficult.

A famous poll mistook an incomplete audience for public opinion

In 1936, The Literary Digest conducted an enormous US presidential poll. It mailed millions of ballots using lists that included telephone directories and automobile registrations, then received more than two million responses. The magazine predicted that Alf Landon would defeat Franklin D. Roosevelt.

Roosevelt won decisively.

The result was embarrassing because the Digest had far more responses than the smaller survey conducted by George Gallup. But volume did not repair the sample. Its mailing lists leaned toward people who could afford telephones and cars during the Great Depression, and the people who chose to return ballots were not a neutral cross-section of voters.

The uncertainty before election day was real. The Digest had a long history of successful election polling, and its huge response count looked persuasive. Its method still missed the country it claimed to measure.

The account in the Smithsonian Magazine history of the 1936 poll remains a useful warning: a large pile of responses can create false confidence when the people missing from the pile have a pattern.

A voice service faces a smaller version of the same risk. If its data only reflects farmers who have privacy, confidence, time, a charged phone, and comfort speaking aloud near others, it has measured access to the channel as much as it has measured demand for advice.

Build privacy checks into the pilot, before interpreting usage

The pilot already needs to measure successful answers, safety, comprehension, repeat use, escalation response, latency, and cost per completed question. Add a short privacy check to the research process.

Ask participants privately, in language that does not pressure them to report a problem: Was there a time you wanted to ask but did not? What made it hard to record? Would text, a later reminder, headphones, a call-back, or another channel have changed that?

Do not treat every answer as a request to build a new feature. First learn the shape of the obstacle. A farmer may need a quieter moment. Another may prefer a trusted extension officer. Someone else may be comfortable sending a voice note but unwilling to store audio. Consent and deletion behaviour are already pilot gates, which makes this a natural place to test whether people understand what happens to their recording and whether that changes willingness to speak.

The design should also preserve the safety boundary. AgriVoice selects reviewed content. It does not generate agronomy advice. Chemical questions without verified dosage, re-entry, and pre-harvest guidance remain withheld and must escalate. Privacy research can follow the same discipline. Record what happened, separate evidence from assumptions, and change one thing at a time.

The next useful question is about the question that never arrived

A pilot team can review message logs all day and still miss the moment that mattered: a person deciding not to press record.

During recruitment and follow-up, give farmers a safe way to describe that moment without asking them to reveal the subject they withheld. Compare reported hesitation with actual repeat use. Check whether questions cluster around times or settings where privacy is harder. Let the cocoa-sector partner and named extension officer help interpret what the team sees, rather than guessing from a dashboard far from the farm.

The Literary Digest had millions of responses and still missed a decisive pattern in who was absent. AgriVoice has a much smaller cohort, so it needs more humility, not less. Before calling silence low demand, ask whether the service gave a farmer enough privacy to speak.
