A seven-second voice note should trigger a request to continue or an escalation, not a confident answer. When a farmer’s description cuts off before the key detail, AgriVoice must treat the missing audio as a safety signal.
In 1983, Stanislav Petrov was on duty at the Serpukhov-15 command centre near Moscow when the Soviet early-warning system reported incoming U.S. missiles. The system’s reading was grave, yet Petrov did not report a nuclear attack. He waited for corroborating evidence that never arrived. Later investigation found that sunlight reflecting from clouds had confused the satellite system. The BBC has documented the incident and Petrov’s decision.
A voice workflow faces a smaller version of the same problem. It receives a signal that looks meaningful, but the evidence is incomplete. The safest action is to pause before the system turns a partial description into a plausible story.
Imagine a cocoa farmer recording a note about leaves on a tree. The message begins clearly in Asante Twi: there are spots, the leaves are changing colour, and the problem appeared after rain. At seven seconds, the recording ends.
What comes after that point could change everything. The farmer may have been about to say the spots are on young leaves, that pods are also affected, that a neighbour recently sprayed, or that the recording stopped because the connection failed. Selecting a reviewed block about a common leaf disease could sound helpful. It could also send the farmer down the wrong path.
A short recording can hide the decisive detail
Audio duration alone cannot tell us whether a farmer has finished speaking. Some useful questions are short. A complete note might simply ask when to remove a diseased pod. But a short recording becomes concerning when other signs point to interruption: speech ending mid-phrase, a clipped final word, abrupt silence, an incomplete transcription, or audio that stops while the speaker is still talking.
That distinction matters because cocoa problems often share visible symptoms. Leaf spots can suggest more than one cause. A farmer may use a local description that needs a follow-up question before it can be connected to a reviewed answer. The system should never fill in that missing context merely because one approved block appears to fit.
AgriVoice is designed around reviewed content blocks, with the language model selecting a block rather than writing agronomy advice. That protects farmers from improvised instructions. It does not remove the risk of selecting the wrong reviewed block from an incomplete question.
A careful workflow needs one more decision before selection: is there enough evidence to answer?
The right response is a useful pause
When the system detects a likely cut-off, it should say so plainly in spoken Twi and ask the farmer to send the rest of the note. It can ask for one specific missing detail, such as whether the marks are on leaves, pods, or both. A focused prompt reduces the effort needed to continue and gives the extension officer better information if the question later needs escalation.
The response should also avoid pretending that silence is confirmation. “I heard that your cocoa leaves have spots. Your message may have ended early. Please send the rest, or tell me whether the spots are on leaves, pods, or both,” is safer than naming a disease immediately.
This is especially important when a partial note includes a chemical term. AgriVoice already withholds three chemical blocks because dosage, re-entry, and pre-harvest guidance remain unverified. An incomplete audio note adds another reason to stop. A farmer may be describing a product label, a mixture already prepared, or workers who need to return to the field. Incomplete audio belongs in the pilot scorecard
The two-week AgriVoice pilot is meant to test whether 20 to 50 farmers receive useful, safe answers through a cocoa-sector partner. It should therefore record incomplete audio as its own outcome, rather than hiding it inside an overall answer rate.
For each cut-off note, the team can log whether the workflow asked for continuation, whether the farmer replied, whether the follow-up made the question answerable, and whether the case reached the named extension officer. Reviewing the original recording and transcript together matters too. A transcription that ends on a complete sentence may reflect a finished question. A transcript ending with a broken phrase should not be treated the same way.
Poor connectivity is a practical constraint for voice services used by farmers. A WhatsApp-based service in Malawi, for example, combines spoken or typed questions with human support in Chichewa and English while operating where connectivity can be unreliable. That is a useful reminder: the workflow must expect broken inputs, then make recovery easy.
The measure of success is not how often the system speaks first. It is whether the farmer receives a safe answer or a correct escalation. A continuation prompt can feel slower in the moment, yet it prevents a polished response from carrying more certainty than the evidence supports.
Build for the moment before certainty
Petrov’s system presented a frightening signal, but the available evidence did not support the action that signal seemed to demand. He waited for confirmation. A cocoa voice workflow should do the same when seven seconds of speech leave the essential detail unheard.
Before farmer exposure, staff should test recordings that end mid-sentence, notes damaged by network interruption, and short but complete questions. The system needs to distinguish among them, request a continuation in clear spoken Twi, and route unresolved cases to the extension officer. That small pause is part of the answer.
