The agreed 2026–2031 CSSVD roadmap needs a farmer-facing delivery layer: reviewed guidance that cocoa farmers can hear in Asante Twi, understand, and question when their situation does not match the advice. A plan can set priorities; a safe response must reach the person standing beside the cocoa tree.

The evidence has to reach the field

In September 1854, John Snow investigated a cholera outbreak around Broad Street in Soho, London. He mapped deaths and examined where people had drawn water. His evidence pointed to the Broad Street pump at a moment when the cause of cholera was still contested. The local Board of Guardians removed the pump handle on 8 September. Snow documented the investigation in On the Mode of Communication of Cholera in 1855.

The enduring lesson is practical. Evidence only changes outcomes when it changes a decision at the point of risk.

CSSVD guidance faces its own last-mile problem. A roadmap can guide institutions, researchers, extension services, and partners. A farmer with an unfamiliar swelling, dark pod marks, or a suspected disease symptom needs to know what to look for, what to avoid, and who can confirm the next step. That guidance has to make sense in the language they use on the farm.

For an Asante-Twi-speaking farmer, an English document, a poster, or an unreviewed machine translation may leave the critical question unanswered. “Kokoo,” meaning cocoa, has already been translated incorrectly as “chicken” in testing. Fluent wording is not evidence that advice remains correct.

Spoken Twi must be reviewed before it is delivered

Voice access can make guidance easier to use in the moment. A farmer can ask a question as a voice note and hear a response without needing to read a long document. But voice creates a higher responsibility: spoken advice can sound certain even when it is incomplete.

That is why AgriVoice is being built around reviewed content blocks rather than an AI system inventing agronomy answers. The system’s role is to select the relevant reviewed guidance, return it in Twi, and escalate when the question falls outside the approved material or contains uncertainty.

The distinction matters most for pesticide questions. Dosage, re-entry intervals, and pre-harvest intervals cannot be guessed. Three chemical-content blocks remain withheld pending Ghanaian agronomist review. A refusal or escalation is safer than an authoritative-sounding answer with a missing safety detail. A missing pesticide interval can turn a routine question into a risky farm decision.

Reviewed Twi also needs to be speakable. Farmers should hear the terms they use, including English loanwords where those are the natural words in cocoa farming. The aim is not formal language for a report. The aim is advice a person can follow while looking at a tree, a pod, or an input label.

A useful answer includes a way to question it

The most valuable part of a voice service may be what happens after it cannot answer safely.

A farmer’s question can be ambiguous. Audio can be misheard. A symptom may need a photo, an inspection, or a local disease context that a pre-approved block cannot capture. In those cases, the product should say so plainly and pass the question to a named extension officer or partner contact.

That escalation path needs an owner and a response commitment. Without one, “contact an expert” becomes a dead end. With one, the farmer gets a clear next action and the institution learns which questions its guidance does not yet cover.

The first AgriVoice pilot is designed as a two-week learning gate with 20 to 50 farmers and a cocoa-sector partner. It will measure whether farmers receive a successful answer or a correct escalation, whether they understand the voice response, whether they return in the second week, and whether human follow-up works. The standard for pesticide safety is simple: no unsafe answer reaches a farmer.

Build the route from roadmap to response

The CSSVD roadmap creates a shared direction. The work now is to turn that direction into a dependable interaction: a farmer speaks in Twi, receives reviewed guidance in Twi, and reaches a person when the answer needs judgment.

John Snow’s map did not end the wider debate about cholera in 1854. It gave decision-makers a concrete reason to act on one water source. The same discipline applies here. Start with a small, reviewable set of cocoa questions. Test it with real farmer speech. Keep uncertain chemical advice withheld. Give every escalation a named owner. Measure what farmers understood, not merely what the system said.
