A pesticide voice note must leave AgriVoice when the answer depends on an unverified dosage, re-entry interval, pre-harvest interval, or an uncertain diagnosis. The next answer then belongs to the extension officer named by the cocoa-sector partner, with the farmer’s question and the reason for escalation kept clear.

The moment the safe answer ends

In April 1970, Apollo 13’s crew faced a carbon-dioxide problem after an explosion disabled much of their spacecraft. James Lovell, John Swigert and Fred Haise had square lithium hydroxide cartridges available in the command module, while the lunar module used round openings. Engineers at Mission Control in Houston worked from the materials actually aboard the spacecraft to devise an adapter. NASA’s Apollo 13 history records the effort and the uncertainty around bringing the crew home.

That is the useful shape of a safety boundary. The team did not pretend the square cartridge would fit. They identified the limit, passed the right facts to people responsible for the next decision, and worked with what had been verified.

Ama’s voice note reaches a similar boundary on a much smaller, but still consequential, scale. She speaks in Asante Twi about a cocoa problem and asks which chemical to use, how much to mix, and when she can return to the farm. What AgriVoice should say to Ama

The useful response has to do more than stop. It should tell Ama what the system understood, what it cannot safely confirm, and what happens next.

It might confirm the crop and problem described in her note, then explain in plain spoken Twi that it cannot give mixing or application instructions until a qualified extension officer reviews the case. It should avoid naming a product as a recommendation when the supporting safety details are absent. If there is approved non-chemical advice relevant to the question, the system can share that reviewed guidance while escalation is underway.

The farmer also needs a concrete next step. A vague message such as “contact an expert” shifts all the work back to her. The pilot instead requires a cocoa-sector partner to own recruitment and name the extension officer who receives escalations. That person becomes accountable for the next answer, including any clarification needed before advising on a pesticide.

The escalation needs enough context to be useful

A good escalation carries the original voice note or transcript according to the pilot’s consent and retention rules, the selected content blocks, the safety reason that blocked an automatic answer, and a way to reach the farmer. The extension officer should not have to reconstruct the case from a message saying only “pesticide question.”

The system also needs to record the handoff as an operational event. Was the question escalated correctly? Did the named officer respond? How long did the farmer wait? Did the farmer understand what to do while waiting? These are part of the two-week pilot scorecard because a safe boundary only works when the human side of it works.

The target is a median escalation response in less than one working day. That measure does not promise that every agronomy question has an immediate answer. It reveals whether the partner can carry the responsibility that begins when reviewed content runs out.

Safety is an answer, then a handoff

Ama should never receive silence. She should receive a clear, spoken explanation that the system will not guess about a chemical instruction and that her question has gone to the responsible extension officer.

That approach also gives the pilot a meaningful result. Apollo 13 did not become safer because Mission Control acted as though every part already fit. The team made the constraint explicit and brought the right people into the problem.
